Strengthening Accountability: The Rollout of the PJT-MMMAM Scorecard in Iringa Region

The implementation of the National Integrated Early Childhood Development Program (PJT-MMMAM 2021/22 – 2025/26) has reached a significant milestone in the Iringa Region. Under the coordination of the Regional Social Welfare Office, local government officials have undergone intensive training on the new Scorecard (Kadi ya Alama), a strategic tool designed to monitor and improve the quality of early childhood services.

The PJT-MMMAM is a national program led by the Ministry of Community Development, Gender, Women and Special Groups. To ensure its success at the grassroots level, Civil Society Organizations (CSOs) through the Mtoto Kwanza project, a partnership between TECDEN and Children in Crossfire are working alongside the government to facilitate these essential training sessions where IDYDC is a coordinating partner in Iringa.

What is the PJT-MMMAM Scorecard?

The Scorecard is an evidence-based monitoring tool used to track the progress of the five pillars of Nurturing Care: Health, Nutrition, Security and Safety, Responsive Caregiving, and Early Learning.

As noted by Mr. Martine Chuwa, the Iringa Regional Social Welfare Officer and PJT-MMMAM Coordinator, the Scorecard serves several vital functions:

  • Resource Investment: It acts as a guide for allocating budgets and infrastructure specifically for child-related interventions.
  • Data-Driven Planning: It allows for precise statistical planning at the council and regional levels.
  • Accountability: It ensures that all sectors implementing the PJT-MMMAM are meeting their targets and fulfilling their mandates.

Implementation in Mafinga Town and Mufindi District

The recent training sessions served to equip sector-specific officers with the technical skills needed to utilize the Scorecard effectively.

In Mafinga, the training was led by Mr. Hamza Shemweta (District Social Welfare Officer), with coordination from the Regional Office and technical support from IDYDC under the Mtoto Kwanza project. The focus was on ensuring that officers from all five implementing sectors understand how to use the Scorecard to measure service delivery and child outcomes.

While PJT-MMMAM is a government-led program, the involvement of CSOs like IDYDC is a key part of the national strategy. Through the Mtoto Kwanza project, IDYDC provides the necessary partnership to help the government reach every corner of the Iringa region, ensuring that the Ministry’s vision for early childhood development becomes a reality.

By using the Kadi ya Alama, Iringa is positioning itself as a leader in data-driven child protection and development, ensuring that “Mtoto Kwanza” is not just a slogan, but a measurable reality.
